Tulsa County Public Health: A Year of Impact and Progress
Dear Tulsa County residents,
I present to you the 2023-2024 Annual Report. This report celebrates the enduring legacy of our department as we approach a remarkable milestone of 75 years of service! Since 1950, when the department was founded, we have witnessed the transformative power of public health and enriched the lives of individuals in our community for generations.
Public health has evolved in form and function to deliver the services necessary to address the most pressing health issues of the time. While health threats have evolved, our dedication and service to the community have remained strong and steadfast. In return, we have been supported by a community that values optimal health status for all.
Through strategic partnerships aimed at creating collective impact, we have been able to adapt and respond to emerging challenges effectively. Our collaborative efforts not only strengthen our capabilities but also amplify our impact, enabling us to reach more individuals and address the specific needs of our community.
At the heart of our department’s success lies a legacy of incredible passion and commitment from all who have served this County for the past 74 years. Their unwavering commitment to our mission has been instrumental in shaping our achievements and ensuring the well-being of all those we serve. It is their tireless efforts and passion for public health that have propelled us forward, inspiring us to strive for excellence in everything we do and for every person we serve.
Assuming the role of Executive Director in November 2010, I felt the reverence of the role and the need to preserve our history. I strive to uphold and further the impact of this agency by continuing our legacy of excellence. It is an honor to continue to lead the health department as we enter a future full of possibilities.
My hope is that we never lose sight of the progress we have made and that we continue to face new challenges head-on with creativity, strong leadership and compassion for our community. We have much to look forward to: improvement in science that supports evidence-based practice, a new mobile health clinic to work with communities who need us most, a renewed commitment to excellence and purpose, and staff who see challenges as opportunity to serve YOU!
We are committed to doing our best to ensure all residents of Tulsa County have the tools and capacity to live long, healthy and happy lives.

Highlights from Fiscal Year 2023-2024
July 1, 2023 – June 30, 2024
• The $8.3 million Public Health Infrastructure Grant by Centers for Disease Control and Prevention (CDC) funded various initiatives and will provide $400,000 for the clinic remodel at James O. Goodwin Health Center
• Launch of Community Health Program at Ascension St. John in November 2023
• Establishment of Office of Health Equity that will officially launch in January 2025
• The CDC Health Equity Grant provided translation and interpretation services to nonprofit agencies, COVID-19 tests to uninsured residents and funded vaccination clinics in partnership with Uma Center of Tulsa
• Co-hosted the second annual Back-to-School Bash with Be Well Community Development Corporation on August 11, 2023
• Held the 7th Annual North Tulsa Community Baby Shower on September 30, 2023
• Conducted community listening sessions in January and February 2024 to gather public input on the upcoming five-year strategic plans
• Co-hosted second Annual Blood at the Roots: Issues of Health Equity conference with Be Well Community Development Corporation on April 11-12, 2024
